There is just no way to get good advice for this type of question on the internet. Too much depends on the jurisdiction–not only the laws of your jurisdiction, but also the procedures, whether or not judges are elected, how long the judge who would hear your case has been in office, how jurisdiction is divided among the courts, and so forth.

Call a lawyer or go to legal aid. Keep calling lawyers until you are convinced whether or not your case is worth pursuing. If a lawyer requires a consultation fee, then pay it. If it's not worth the consultation fee, then it's not worth the filing fee.
