No. I would expect that, factoring in the genes of the mother, regression to the mean, and environmental factors (culture if you like), you're going to see a higher degree of leadership, aggressiveness, rational thinking, and Machiavellianism than the average person, with prevalence above one standard deviation of the mean.
Those traits are going to influence the culture that the person creates around them.

I see what you mean. Things like assertiveness could definitely be passed on, for example.
