Because the D&D rules forbid it:

Ghost is a template that can be added to any aberration, animal, dragon, giant, humanoid, magical beast, monstrous humanoid, or shapechanger. The creature (referred to hereafter as the "base creature") must have a Charisma score of at least 8.

Mosquitos are Vermin and have a Charisma score of 2, so you would first have to apply a template that changes their type (such as Spellwarped Creature or Fiendish Creature) and then raise their charisma through such means as a Cloak of Charisma. And who tailors cloaks for mosquitos anyway?

I used to know a guy who actually met a Seraph. He performed a Golden Dawn ritual which he was not remotely qualified to do, and he ended up with an immensely powerful, extremely strange creature in his living room. He said it was the most terrifying experience of his entire life. Not because the Seraph was malevolent or anything--it was apparently very courteous, albeit a bit miffed at being summoned--but because it was just so fucking weird: about 7'6", 12' wingspan, glowing brightly, and covered with eyes. Eyes for nipples. Eyes in its armpits. The guy doing the summoning said he had some difficulty getting the thing to leave, because he was so freaked out, he couldn't remember the words to release it ... and after a couple tries, it started to get irritated. Eventually it says to him, "You brought me here to answer questions. You could ask another one, you know." Guy suddenly realizes what the Seraph's getting at, and says, "Where is the rubric of dismissal in this book?" Seraph chuckles and says, "It is on page 161, right at the bottom."

The guy still studies occult philosophy, but he's never performed another ritual since.
