I don't like the concept of hunting people regardless of how much they deserve it. Hanging is much more neutral in this regard. You are shaming them but you aren't going out of your way to do so if that makes sense.
Also what if the killer gets the best of the raffle winner?

So there are many ways to skin a cat hear. By neutral I mean the consideration given to the physical and psychological well being of the condemned once it has been decided that they are to be killed for their crimes by a legitimate court. Where lethal injection is the least painful and most dignified method of executing someone for the condemned, hunting them would be the most physically and psychologically painful method compared to those currently employed. Hanging is somewhere in the middle. It does not seek to diminish the suffering inherent to the act but it also does not seek to exaggerate it if that makes sense. Ideally when you hang someone they die instantly from a broken neck although occasionally ropes break or necks fail to break. No attempt to comfort the condemned but at the same time no attempt to ensure the condemned suffers.
