If anything, the differences between 4chan and 8chan aren't too far off from the differences between Reddit and Voat. In no particular order,

4chan continues to sustain a much larger population than 8chan. While I couldn't find exact statistics for 4chan's post rates, it's safe to say that 8chan's fastest boards move at a rate not too far off of 4chan's slower boards. More niche boards on 8chan range between borderline dead (AKA a few posts a day at most) to effectively dead (Posts only occur once a week, if that)

Speaking of boards, 4chan's boards are decided by the site owners, whereas 8chan allows users to make their own boards. This has caused some on 4chan to refer to it as Redditchan.

8chan's global moderation can basically be explained as such: Don't post shit that's illegal under US law. Any further rules are determined by the owners of each board. 4chan's moderation is more restrained.

8chan leans far more right, at least in terms of the modern definition of the left-right paradigm. Outside of /leftypol/, the site largely consists of anti-SJW liberal types at leftmost, and hardline National Socialists at rightmost.

To answer your second question, my best guess would be that the people that still regular 4chan over 8chan are willing to accept the censorship of the site in exchange for more active discussions of topics. But it likely varies from person to person.
