This isn't answering your question, who's headline is, as you have already seen, garbage. Instead, it fucks with the point your are-sort-of bringing up? Wouldn't any medical issue you have before entering into terms with a new insurer be preexisting, to include any event that would lead to future medical issues? For example, any history of smoking means you are considered to have a higher chance of lung cancer; Therefore you are more at risk lung cancer, therefore you pay more in some way, or have certain things they wont normally cover that is related to lung cancer. So by that same logic, a rape victim has a higher chance of mental trauma, STD's (if no proof of being clean is made,) or other physical damage that may be associated to that event that has not been diagnosed yet. Which would make it a preexisting condition.
