I never implied that culture is a measurement of civilization. That would be a ridiculous statement. Culture is, however, the result of civilization.
Wouldn't that be a measurement of civilization? (With this thinking you could argue that natives of certain areas lacked culture until someone occupied that area and made it 'civilized', which is wrong)
To be frank, Greece is a location of great historical impact on the western world, there are many remains of former cultures there like the ancient Greeks, Romans, Byzantines and Ottoman. Modern day Greece have a claim on all of this.
No, civilization is the living together of a group of people, in an ordered form for a longer period of time, described by dictionary.com as "an advanced state of human society, in which a high level of culture, science, industry, and government has been reached."
Therefore culture, and more specifically, culture that survives the ages, is a result from civilization. Obviously 'uncivilized' peoples would have had their own culture, but this hasn't survived as well as ancient Greek culture. The original point was Greece's current cultural offerings to Northern European tourists. Because of the more advanced civilizations in ancient times, more of their culture has withstood the ages, thus Greece now has more culture and history to offer than Northern Europe.
