Unfortunately, it seems to slowly turn that way already. There's a lot of outside pressure against any site that supports actual free speech. Let's hope the admins can deal with that pressure.

I would like to think it won't turn into Reddit or Digg, but only time will tell. I have faith in the admins so far and will stick around till that faith is betrayed.
To answer your question though, if it happens to change it will be 7-10 years, but it could be a lot less though. It will depend on how large the site gets and how quickly that happens. I think most places turn to shit after they have reached their peak. They want to continue to grow, but it is impossible to do after a certain point.

I think the progression will be quicker since more and more people out there want to limit the conversation and control it. I think voat will be good for a few years but there will be that one admin that kicks everything off. To quote an Internet personality I agree with "The wild west days of the Internet are over"
