Which isn't what parent was referring to. They were thanking OP for not referring to the 1990s as '90s or 90's (though '90s isn't too bad to my eyes).

One standard that always bothered me. I usually go out of my way to put the punctuation outside the quotes, even though that is considered incorrect. it just confuses things to have it inside, is that the end of the sentence or the end of the quote?

In the US, there is the case of emphasis where the punctuation goes outside the quotation marks.

e.g. Did he say you were "Fired"? Or did he just tell you to go home?

It helps for cases of clarifying actions and intent within texts.
