The ethical dilemma would be, of course, that a billion dollars may save potentially millions of lives. Are the lives of 1000 people worth losing in order to save a million?
Though I am torn at how I would justify my position, I would not push the button. I don't believe I have the authority to make that decision; I cannot make the choice for 1,000 people to die without their consent. Not even if it would save millions.
