Welfare, Section 8, etc pay dramatically more to poor single mothers than to equally poor two parent households. This creates a strong financial incentive for black mothers to raise children without a father present. Single parents have far poorer outcomes for children than nuclear families, which results in young black males growing up without a father figure, not learning discipline (which they need for work, education, and staying out of prison). This then perpetuates the cycle.
This same issue is growing for other demographics too - it just started with blacks because when these programs were created, racism was common, and the cycle has perpetuated itself.
This cycle would be broken in 1-2 generations if we either ended welfare/section 8/etc or removed the strong preference for single mothers in those programs.
