I don't see the rules being as much of a problem as they would be for a house (many of the rules people complain about for HOAs are about what you can do with your yard/porch). Realistically, could I be forced into purchasing cable TV even if I don't watch TV? I found this article and it sounds like such a thing might be illegal now http://abcnews.go.com/Technology/story?id=3804497&page=1
I don't mind paying for the basic stuff (electricity, maintenance, water, trash collection). That's kind of necessary if you are actually living there. I could imagine a landlord or condo association purchasing cable and then working it into the rent/condo fees, though this would lead to higher than average rent which is bad for business unless its some sort of high end luxury apartment. Does this ever happen?
