I've seen this question more than once. Preface, I'm not a tech person. I'm sure you'll get some better answers. From what I understand, net neutrality has to do with ISPs preventing you from getting to certain sites - so for example, they could *blacklist wikileaks. You wouldn't be able to go the site. You couldn't access that information. Considering we use the internet more for research than libraries at this point, it's a scary thought.

Edit... so you could have your own website, but if you're blacklisted from say comcast, no comcast customer would be able to access it... that's my rudimentary understanding of the issue.
