Not likely. The scare of what would happen if there wasn't net neutrality is pretty well overblown; we didn't have it until pretty recently & there was no blocking of websites happening. There may have been some cases of selective slowdowns but even then they were pretty rare.

It wasn't until Feb of 2015 that the FCC gave itself the power to police ISPs - http://www.huffingtonpost.com/2015/02/26/net-neutrality-fcc-vote_n_6761702.html.
