I upvote any content that seems legitimate, even if I disagree with it.
I downvote any content that is spam, shilling, using bullshit websites that are just ad-farm attempts, etc. I'm particularly suspicious of any account that is only a few hours old and will check their posting history to determine if there's a clear pattern.
Downvotes for strawman or just bad arguments, or asserting opinion as fact. Using the word cuck incorrectly may get you one as well.
I upvote any post where people are involved in a hobby or OC, even if I'm not interested. Lockproposal and needlestack always get an upvote if I see them post. they make voat so much better with their content.
I generally upvoat participation even if I don't agree because it helps carry the conversation and add perspective. If someone is just being an ass or trying to bait others into an argument, then I don't do anything with it. I reserve downvoats for shit that needs to be flushed.
Upvoats tend to flow freely. If the comment does nothing for me, I might just ignore it. However, I picked up a troll and I keep getting downvoats freely. Its quite amusing. I guess those things matter heavily to some people.

I refuse to downvoat just because I disagree with a post.
I will downvoat for a shitty post: excessively argumentative, the poster goes for the ad hominem, and especially if the post relies too heavily on anecdotal evidence,
I will upvoat if a post is good, coherent, thought provoking or funny. Even if I disagree with the post.

Up is hard to get from me, it has to be something original, unique and thoughtful. I've given out 400 in 11 months, which doesn't bode well.
Downs are reserved for spam (I troll /v/all/new most, so I downvoat a lot).
I don't have any subs and don't really care about them (other than being thankful I can block those that irritate the most).
