It stops users from flooding a sub, and more importantly it stops a sub from flooding /v/all. I'm pretty sure the quota is 3 per hour. If you're hitting that often, try branching out to smaller but similar subs. For example, I posted to /v/gaming a lot and didn't want to constantly flood the sub, so I started posting in subs like /v/3DS, /v/VirtualReality, /v/IndieGames, /v/GameDeals, etc, and only cross-posting the most interesting things to /v/gaming.
Alternatively, if you're interested in a specific subverse and keep hitting the quota, ask if you can be added as a level 2 mod to that subverse. I don't believe mods are exempt from the cap, but the cap is higher in case they mod a sub that requires more frequent meta posts or the like.

Yes for the not flooding /v/all.
Also yes for posting to smaller subs that need content.
