it was a meme started by trannies. They think it's hilarious. It started in the 1930's with jewsish pornography, they had trannies show tits for the first time and started brainwashing men to be attracted to them. Females saw this as a sexual tactic and have used it accordingly.

It does appear stationary at the beginning of the video but, if you look close, you can see that it is slowly rolling in the wind current.

Tiny bubbles would randomly reflect light and "blink".
