It looks like some kind of foam or bubble that the wind lifted from an industrial area. This neighborhood is close to quite a few different industries that produce chemicals, refine petroleum etc. I have seen foam floating on the Delaware river in Philly not far from here that looked quite strange. Not exactly like this but strange nonetheless.

For once it might actually be a weather balloon. Kinda looks like googles loon balloons just a little deflated. would explain the lights as well

It kinda looks like a sheet of thin plastic, like a big sheet of cling wrap? I'm no science expert though.

It looks to me like Styrofoam or cotton or something similar floating in the wind. It's far too small and versatile to be a cloud. Styrofoam can also be shiny, explaining the glints in the video. Could also be CGI.

However, I don't claim to be an expert. I also don't trust much of what RT says.
