Pepper spray affects the eyes and immobilizes ppl by forcing them to rub their eyes (putting there hands up / where the hands can be seen). Ppl who are pepper sprayed will focus on the pain in their eyes and have no desire to run away. Tear gas (commonly used for crowds), affects breathing and the lungs. Ppl run away from tear gas, so that they can breathe. If both were to happen at the same time, it can be potentially deadly. It would immobilise the person as well as their ability to breathe. The danger of death would be more likey. Pepper spray can make a person drop to the ground instantly in pain and along with tear gas, there is a chance of suffocating. How to help someone, would be to bring them to clean air and let them breathe. Then pour the water to help with the pepper spray pain.
