every variable can be different between different dimensions and universes. this is a major concept in most if not all sci fi / fantasy settings that travel between them. Rick and morty for a prime example, they only travel along the "finite curve", aka out of the infinite alternate universes and dimensions, only a mathmatical curve of universes created Rick and he was smart enough to make a portal gun. This curve also states that both atoms and time behave the same way in every way in both source universe and destination. The universe with the farting butts shows traveling to other dimensions is not only possible, but easy for a rick, but a universe where carbon can not bond with oxygen (a universe where human breating could not happen) would not be opened by the gun.
the short version as i understand it is "anything that could kill rick instantly or can not be used as a plot device as it would kill rick, unless killing rick is part of moving the plot forward with a way around the death for the character of rick."
that last part is a new exception to the rule due to how the april fools day episode worked.
What is a time period but simply the result of various events occuring before, leading to discoveries in open-minded search for knowledge and wisdom, or to artificially imposed limitations on thought as in several religions, or to reversal to a plain beastly way of life?
Unless you can find some reason for why time-periods are truly tied to time instead of different choices - absolutely, different choices at the same time will lead to a different peroid at the same time.
Yeah so if electricity had been discovered far later in an alternate universe than in our reality, then they'd be in a different time period altogether?
Maybe, maybe not.
"Time periods" are an artificial concept to begin with, a simplification more than a fact, so it all depends on how those periods are defined.
You can observe it right here in this world all the time, in fact - For example, Europe in what is commonly called the "Renaissance" had a different time-period than Africa at the same time.
