With directives to certain mods and subs to ban and attack specific users, tracking users that come from other sites (like voat) in order to ban you or put you on a permanent SRS slide list on reddit and originating sites like voat. Some of those pieces of shit are here on voat, posting reddit content to fingerprint you via directly linked content. The reddit fingerprint system is pretty advanced and once they fingerprint, it is literally nothing to to record the IP address, cross reference with your saved fingerprint, look at post or comment activity by time, cross reference with your reddit fingerprint and pinpoint you. All of these processes exist and are completely automated.
Once your browser is fingerprinted, not even VPN will disguise you.
There are a few cancer SRS power mods here on reddit and they post primarily directly linked reddit content just for this purpose.
Why?
Because those whiny fucktards want to do things like swing the elections this year and silence you. This is corporate warfare with the goal of subverting your free speech on any topic (talking about guns? "You must be mentally fucked, here's the proof").
When you see this content, do not engage the user. Report the content as spam and practice the same forum sliding techniques. Not only will it bury the content, it will flag you as a possible reddit SRS/safe person and poison the fingerprinting database.

If you follow a link from voat to reddit, or use the same username here and there, you can be tracked. Otherwise this is FUD spam.

isn't there a way to tell with cookies if you have been on other sites? somehow Google manages to do it well with advertising

Block all cookies and only allow the ones you need.

Only if you load assets from another site. With google analytics and google ads, since nearly every site loads google javascript, google can set a cookie while you are on that site or just see which site requested the js via the request's referer header. Voat doesn't load any reddit crap by default, so reddit can't tell via cookies what other sites a user has been to. The http referer header is the only way to know on reddit's side that a user from voat clicked on a link or loaded a reddit image inline on voat.
