Add more questions to your list... I'm a Wyoming native and scummy "developers" have chopped and sold "cheap" land in some of the most desolate, least usable areas to people who didn't know any better. Places with no water (at all, not even wells ~ you have to haul it in), and big $$$ to run electricity. But hey, you can have 40 acres for cheap.....

m'eh, doesn't matter anyway, all the lots are sold

I don't know enough about property ownership and taxes to know how this works. I was just wondering about the following:

  • The land is cheap, but how much will it cost to build a house?
  • What's the industry there, is it becoming a ghost town?
  • What are the taxes/fees involved for owning a residential lot?

I can't answer all of your questions but they are relatively close to larger towns and cities so you could commute easily even if the town is a ghost town.
