If I recall correctly it was created as a training aircraft.

One was actually built and flown, making it a prototype not just a concept. Possibly still on display at Edwards AFB. Source

For some reason Russians built quite a lot of 2 seater versions of their 1 seater jets including the A10 counterpart SU25 for the training purposes.
