Assumptions are retarded.

There's a pumper working, because you can see the stream of water onto the front of the building. Evacuations started at 18:45-18:55; first truck's carrying water weren't there for the first "hour", reportedly. So sure, some French Bob the Builder, possibly with a full beard, stayed in the tower more than an hour after close, throughout the fire's initial alarm. Then purposefully strode across the tower balcony, which you have to climb UP stairs to reach, instead of exiting hurriedly & downward & out. I'm not saying this dedicated Monsieur Le Working Man was spreading accelerant, or laying Primacord - I'm just saying it's a good disguise, in (as you say) a construction zone. So I asked the question.
