I believe that fairly early on they decided to focus on rescuing the works of art. So less water and foam, to avoid damaging them, and to avoid drowning the teams running in to rescue. The interior of the cathedral was all wood, so once it got to burning fairly well it was probably a lost cause. The big questions in my mind is how did it start, and why did it spread so quickly so soon? The workers supposedly had only just left the building 6 minutes before.
