Because for going to war one needs an army. Armies don’t fall from the sky it takes years to build them. England had no noteworthy land forces and France was pouring (literally) the arms budget into bunkers.
While Germany was disarmed, had no armed forces to speak of, the allies were wary of the new government that promised not to bend over. The experience the allies had in Russia and Turkey were “defeated” countries pushed them out with a popular uprising made them careful.
Of course the plan was that the Soviet Union should pick the hot potatoes and fight with Germany on behalves of the allies.
The British politics tried to create such a situation since a long time. Rapallo did throw a wrench into their machinations. It lead to political assassinations, the foreign minister Rathenau was killed. Hitler and the anti-communist right were strict against any relations to the SU. Unbeknown to them enabled this treaty Germany’s rearmament.
When Hitler became chancellor the British cosied to his government. His anti-communist stance was publicly seen as a positive (in antagonizing the Soviets). They did throw some bones to him (Anglo-German Naval treaty) and secretly collaborated in defeating the communist government in Spain. Publicly did Britain already prepare for war against Germany by pushing out atrocity propaganda.
Britain's plan developed nicely, only the Soviets wouldn’t play ball. If not through there spys, so was it still relatively transparent what kind of false game Britain did play.
Germany did seek to build an anti-communist alliance. Inviting Poland and Britain into it. In the end it was just Italy and Japan who signed a relative consequence-less treaty, more a letter of intent.
The Soviets out manoeuvred the Brits and French by making temporary peace with Germany (that was always official party line). All the allied intrigue did fall back onto Britain and France. The USA was at that time already fully involved even no formal partner.

France had a demonstrably larger army than Germany during that time though.
Britain was probably unreachable. Their interests tied up in jewish finances and the Anglo obsession with their precious "balance of power."
But Poland had every reason to ally with Germany. Japan was a useless, shitty, worthless ally. She pulled Germany into stupid wars and Hitler paid through the nose for absolutely nothing. Japan was worthless.
Poland on the otherhand could have actually aided Germany diplomatically, economically, and militarily. 2 million extra men, better tanks than Germany, a large airforce, and strategic depth that would ally the Soviet invasion to be blunted in Poland before it even reached Germany. A Mitteleuropa alliance would have been fantastic. Especially without France and Britain being at war with Germany.
