So mail server admin is part of my job, and here's the thing with those address'. The important part is actually the .com at the end. Since the TLD is .com and not .gov, the actual site there gov.com, and cia is just subdomain. So technically anyone could've purchased "gov.com", then could create those email address'. Now the fact they go to random business' is weird, but you can't assume those are actual CIA things just from those mail address'.

I promise I'm not a shill, I just don't want people to get hopes up or go down an unnecessary rabbit hole with the wrong expectations.

EDIT: I just want to make sure I'm clear. My example is thus. I can buy "spoon.com". Now I setup a subdomain on spoon.com of cia, I can then make emails of GodEmperor@cia.spoon.com

The owner of gov.com could easily do the same just to throw people off on a wild goose chase.

Why are you bad at admin? They gave out all kinds of ways to keep that from happening. I still have several Windows 7 machines on our network for specific tasks, we turned off the update notification and that went away. Were your windows 7 machines Win7 Home? Cause it upgrades to the licenses level that it had before. You really need to investigate the tools to properly manage a network if you were walking around to "hundreds" of workstations and clicking "no" on the upgrade.

Clearly were not. We run Win10 (and previously Win7) Enterprise and it was stupid easy to avoid this issue.
