There is no change in the US but all European citizens are covered by the General Data Protection Regulations (GDPR).

This means that a company that holds data on a European may not use it for another purpose than that which was agreed to, so if you register an account with Nvidia to get driver updates, they can't then sell your email address, gaming habits to say microsoft, unless you have agreed to it.

GDPR has fines as well up to 4% of turnover for non-compliance.

You are ignorant. In the UK anyone can supplement their state healthcare with a private insurance, yes just like the US, in fact some employers offer it as well, just like the US.
