If they returned home due to red tape, then they were obviously not in actual danger and were thus not eligible for refuge status.

This is where Chromebooks have it right. They have a preboot that is read-only on the EEPROM that normally holds the BIOS. From there it authenticates the boot loader. If the boot loader fails, it uses its own read-only boot loader to authenticate the OS. It's an interesting architecture that solves a lot of problems.

The kind of satellite internet that most people would get is garbage. The kind of satellite service he actually would need is stupidly expensive and wouldn't be total garbage, but the latency would suck.
