Only when the synonym is reaching some threshold that it is split into another subvoat, based on decision of mods / user

This is what I stated originally. Certainly, it is vague right now. I admit that without unclear defined rules it is hard to determine whether this subverse is just a synonym or a root subverse. However let's say that we take out that limitation and assume that user/mod relation is good and the rules is defined well.

So if in the original example, v/gaming_ps4 that is started as synonym reached certain threshold, it can be (manually, decision by mod or user) split into a root subverse, say that v/playstation. The new root subverse later can have synonym like v/ps3, v/ps4, v/playstation_games, v/playstation_hardware, v/playstation_service.

Synonym is defined by root subverse mods, admin, or even synonym mod, whatever.

Two popular subverses would easily merge, leaving 1 effective subverse, removing choice for users

It is unclear about what the "choice" that you stated here. I assume that the "choice" you said here is about the mod (mods in v/games is better than v/gaming, the same thing as r/xkcd) then it is another problem. If about custom css/flair etc, I can't say much (see below).

This idea's objective is two: first is to accommodate smaller subverse without bloating the subverse list. Ex: small game named "anon" is having 2000 subscriber. It is considered too small to be a subverse, but too big for not having a subverse. Then the game subverse is put into v/gaming_anon, a synonym of v/gaming. Now all of subverse subscriber v/gaming can see the news of v/gaming_anon (if without filter), and they can also filter the v/gaming for only to display v/gaming_anon.

Now about specific css/flair. In my opinion, it is not that worth when your subverse userbase is still small. It is better to have css/flair of root subverse rather than in risk of getting subverse merge.

The second objective is to reduce the necessity of specific mods (and maybe rules) for small subverse. Now that rather v/gaming_anon need specific mods, the mods from v/gaming can manage it. If the mods of v/gaming is good, v/gaming_anon will high likely have good mods though.

No, create this into some open-source CMS. That way, it'll be harder to track down and apply law into all of them. Moreover, more focused discussion can be achieved such as www.programmingvoat.com.
