They did that with DirectX, at a point devs weren't really into it due to it being pretty bad, but they stuck with it, updated it, and soon almost everyone was using it.

Possibly Amazon is using Widevine, the HTML DRM thing that's only used in Google Chrome.

Don't forget there is also a free version of RPG Maker VX Ace, RPG Maker VX Ace Lite but I'm not too sure how it compares to the paid version.
