There are ways to utilize nuclear energy which would have all of the long lived waste destroyed. When properly consumed a barell of waste would be safe after 50 years.

That's not how statistics work. You can only multiply them together if they are mutually exclusive. Now, it's probably not going to work out in their favor as they could be driving the illiteracy rate of prisoners higher, but it's still not correct because you're assuming an equal distribution when you do.
