I'm not completely opposed to this but I predict people will now start downvoating submissions because they ideologically don't agree with the premise.

Then you are not for freedom of expression, you are for expression of the majority. Freedom of expression is meant to protect things that you, or even society at large, may not want to hear, not what you do.

Which might very well be why it was made. Don't reflexively give up freedom, it's very hard to get back.

The statement was very much removed from context of the whole.

The mayor is clearly trying to avoid the heavy handed approach of Ferguson which did nothing but exacerbated the situation and indirectly lead to this very riot. She was not condoning vandalism, she just recognized it as inevitable and...

What else did that mayor say in that speech grumpy? How many days of protest were without incident? How many videos have you seen of the protesters stopping other protesters from getting out of hand? What was the cause of the protests? How many people have been arrested?
