Haha, are you fucking kidding me? The modern GOP will never swing minorities. Trump made a big deal about supposedly capturing 25% of the black vote, but that was sourced to a conservative publication in primary season, so the numbers are worth dick. Here's a chart showing Trump scratching at 25% of the overall minority vote in a couple polls. W got 11% of the black vote in 2004 and that was a modern GOP record.

It's not a monthly fee, but an income-based premium. It would be free for a lot of people. The people paying for it would be making enough to afford to pay for their healthcare.
