Yes, it's ridiculous. The cop comes out of the car and immediately withdraws his gun, aiming and yelling, pursuing from behind. The guy turns around and after a few moments, probably of confusion, he pulls his hands out and the cop immediately fires twice, both hit. The cop then cuffs him as he's bleeding out on the ground. As he's dying, the cop keeps checking the guys pockets, not finding anything. Cop asks aloud "what were you reaching for?". Nothing, of course.

It's poor training, is what it comes down to. The 'suspect' didn't reach into his pockets, but his hands were already in his waistband -- for some strange reason that only people with absurdly baggy pants do. When the man pulled his hands out, the cop immediately panicked and fired, presumably thinking he could have a gun in there. Yes, it's possible, but then why demand for the man to pull his hands out? His partner was there, he should have said 'don't move' and had the partner come around to apprehend. I'm not a cop, but there are definitely better courses of action. IMO, the cop should have had his gun taken away and the whole department should have undergone retraining - at minimum. You shouldn't be allowed to carry a gun if you panic and make poor decisions like that.

Doesn't look like either of those factor in years of experience or overtime hours, both of which men tend to have more of for obvious reasons.
