Yes, it is the same as on Wii U. As you are holding shield on a platform, you move the circle pad down fast enough not to just angle your shield and slow enough not to do a spot dodge.

It can be difficult to get the speed/timing right, but I have done it on both the 3ds and Wii U using the same method. I found this short video that explains it a bit more just in case you feel like it might help you.

The two that popped into my mind are Angel Beats and Anohana. They are both relatively short and get the point across very well- at least for me. This type of show does focus more on character development rather than plot development, I think, so sometimes, you kind of feel like the episodes might not have a real purpose. Or the events of one episode might be seen more like filler if placed in another action-packed series, but these shows build on those types of episodes. The shows left me feeling satisfied in the end and I was content to sit still and be happy for a while. I think that this material was well balanced with development of the plot allowing for the shows to conclude before the viewer loses interest, but also without cutting it short.

Here's how I like to think of it: I pronounce "Veuwer" the same as I would "viewer" or like vyoo-wer. If you hold out the first syllable or kind of separate the first syllable in two, it almost sounds like vee-yoo-wer. In that pronunciation, it is like you are saying 'e' then 'u.' For the rest of the word, it is the same as the actual word "viewer."

I don't know if this only works for me because I live in the Southern US and accents and stuff, but I'm sure I wasn't the first person to think of it like this.
