You're making a few assumptions, here. First, you're assuming that every terrorist attack is meant to affect political change. There are other reasons to attack, such as boosting "home team" morale, hurting opfor morale which, impacting the opfor economy, etc. Second, you're assuming that those changes are meant to be affected within the political sphere in which the attack occurred. Third, you're assuming that they want to immediately occupy, or even occupy at all, the region they've attacked.

Take the event in Nice, France even, for example. Assuming it was a terrorist attack, here are just some of the "pros" from the attacking organizations POV:

  • 1 "warrior" (because that is how it will be portrayed at "home" if this was a terrorist attack) just killed over 70 enemies on the enemy's home turf. And he did it with a truck he probably rented for a couple hundred bucks. This "win" comes at a time when Daesh is slowly losing momentum and territory. Morale and recruitment BOOST.

  • Every Bastille Day for many years to come, the French are going to be reminded of death and chaos rather than pride and joy.

  • A new, successful tactic was employed. The terrorists just cut their operating costs by eliminating the financial burden of acquiring and transporting illegal firearms into and across enemy territory. This isn't even mentioning the improvements to operational security and logistics that comes with not having to rely quite so heavily on the underworld and black market.

  • The French's confidence in its ability to protect itself is diminished. Opfor's political power within its own territory is diminished by this.

  • The French will spend more on military and law enforcement. That money has to come from somewhere, and it will probably be from public services and other public projects that improve the QOL of the average citizen. So, civil unrest increases ever so slightly in the long term.

  • The French will be less likely to attend massive public events. Those that do will be under higher stress than they normally would be. Both impact the economy.

  • The French just declared... what was it, three more months of public emergency? Even more impact on the economy and political influence at home.

All in all, it was probably-- unfortunately-- the most successful and effective attack since 9/11. The body count may not be as high, but the overall effect should not be underestimated.

After reviewing /v/Southpark/new, I'd have to agree with @Greenseats. Admins should consider that throughout @HenryCorp's posting history on the sub, s/he doesn't seem to have even tried to at least contribute relevant content.

Now, I just want to remind everyone that if the kid hadn't done something wrong, the police wouldn't have shot him. He was probably a gang member. And driving a truck that big? Obviously a drug dealer. Anyways, we know how biased the media can be against police officers.
