The laws have been around for awhile, but the police have discretion in enforcing them. Which means unless they have reason to believe there is a high possibility of you committing a crime while wearing a mask in public, they probably won't harass you.
Ironically, these laws became common place in the US as a way to combat anonymous crimes committed by the KKK.

Just like how niggers changed the definition of "racist" to suit their needs? You're not any better. If you need a different term to describe what you do, use a different term. Don't use one that has a history and meaning nearly 100 years old before you tried to co-opt it.
Your arguments will be more believable if you use the actual definition of words:
