KIC 8462852 star is located 1500 LY from us - it pretty much excludes all means of communication, and travel between earth and that system is completely out of the question, even with best hypothetical technology (for example Alpha Centauri system is kinda-doable, with nuclear propulsion and 80 years-long mission).

The star itself is an F3 main sequence star - slightly larger and brighter than sun. Unfortunately, such stars emit more UV, and live shorter than G stars (our sun), which makes it a less likely spot for intelligent life to arise.

The structure hypothetically may be a Dyson Swarm rather than Dyson Sphere. Dyson Swarms would be much easier to build, while still capturing a ton of energy from the star. Dyson Sphere has 2 main issues - 1) it requires ridiculous amounts of materials to build; 2) it requires active propulsion, to avoid falling into star, since unlike any amount orbiting satellites, its position around star isn't stable.
