Assuming no loopholes that could we exploited, you are going to be seeing police stalk and harass the wealthy over every little thing, and not bother ticketing the poor, since there is little revenue if any that could be taken from them.

People will stop buying expensive cars that shows off their income. All the cars on the street will look like crap, because no one wants to be stopped by the police for a bullshit ticket.

I can't say I agree with this. While in an ideal world, it sounds nice, in action, it invites abuse by people with their own goals in mind.
