The low birth rate among intelligent people is due to the lack of freedom, and lack of hope for freedom. Intelligent people don't want to be slaves, and they don't want to have children born into slavery. It's very simple economics.
It absolutely is. People who risk coming to a free nation for the chance of thriving, or starving to death, as opposed to living in some nanny state elsewhere, are of benefit. Especially today when the vast majority of people in the US do not understand or value freedom.
