If you can speak, you can breathe, that much is true. You might not be breathing well, and there might be other stuff wrong, but you are moving air. That said, the cops should have backed off, If he was cuffed, there was no reason to keep the knee in the back until he "relaxed".

While that is technically true, this wasn't a case like that. He was also bringing air in.
I am not saying this to excuse the cops behavior, but part of training for layman CPR and first responders like Cops is, if they can talk, they can breathe. At that level, there isn't a lot of training for how to deal with airway emergencies, aside from choking. If it were me, I would try to make the patient more comfortable and provide O2. Of course, this means getting the fucking knee out of his back and positioning him upright. Somehow I think those cops would frown on an EMT ruining their fun though.
