I'm highly skeptical that this is real. I suspect it's a false flag operation.
Edit: I'll explain the problems with the recruiting threads. Note that I'm talking only about the recruitment threads. I haven't formed an opinion on what is happening in /r/documentaries.
First, this post:
Where do I start. Let's say you're running an upvoting ring. The last thing you want is to leave evidence that it exists. If I was to make such a recruitment post I would keep it as vague as possible and provide instructions only to users who contact me. I definitely wouldn't mention reddit, /r/worldnews and israeli time.
It's as if the post was crafted to evoke maximum outrage in redditors. Note the use of words such as "Upvote Group". /r/worldnews is infamous for its censorship, so it gets mentioned for maximum outrage. Also note the "careless" use of Israeli time, which is meaningless to the rest of the internet.
Why didn't they delete the thread as they said they would after getting the desired 30 people?
Now this post.
If you to to r/worldnews and go to "new" you can see all the recently submitted posts. Downvote anything anti-israel immediately, so it doesn't get to the front page and make sure to alert the skype group.
If I'm getting paid only for participation in links posted to skype group, why would I do this for free?
If you're proficient in English, you can comment as well on the threads.
Why would I do that if I don't get paid for it?

There is no way to verify that someone you're paying is actually downvoting/upvoting comments or submissions. If I'm asked for a screenshot I can just open a thread, do the voting and take screenshot right then.
