For the dialogue point, I think you might be viewing the previous titles with some tinted glasses.

Oblivion, Skyrim, and even often Morrowind for the most part had incredibly limited dialogue and hollow NPCs. Fallout 3 was better, but often things were limited to obvious good and evil responses with little nuance. It took an external studio developing New Vegas to finally get some proper RPG dialogue into the games.

Bethesda has always been great at developing deep and interesting settings, but characterization has never been their strong point. Personally, I'm glad to finally see them trying to address this head-on and focus directly on making a strong social experience. The wheel may give less individual responses, but if they're able to give each option it's own unique reaction from the NPC, then it'll be quality over quantity from Fallout 3's often near identical ones. I'm willing to see what they do with it before I accuse them of dumbing anything down on this point.

As for perks and skills and universal marriage though, yeah, those also have me pretty wary. Less skills create less diversity in gameplay, and NPC's without fixed sexuality is a direct reduction in their characterization and pretty much just makes them objects for the player to interact with.
