Define "taking any action". He's 1 bloke running a site, you can hardly expect him to hire a giant legal team to challenge anything in Court.

All sites have to comply with subpoenas, Court requests, etc.

This is true. Some of the newer servers (PIA now has Israeli, Australian, Brazilian, Italian, Singaporean, etc. servers) can get past the block. I've gotten passed it by simply switching countries a few times, in the past.

Free VPNs are never worth the hassle. Shell out a very small amount and buy a quality VPN service, of which there are many.
