This, to be flat, is far too brutal, and is more likely to polarize the pro-migrant people against Sweden than anything else.
It would be far more effective and humane to simply throw him in jail. Throwing people who do crimes in jail sends the message that "we don't put up with crime" while simultaneously sending the message that "we do not mutilate people or rape them here, that is a bad thing to do."

This is a poor argument: all sorts of poisons are made from "plants that grow in the earth," and they are regulated in the same fashion. Uranium is just "a rock found in the earth," and it is also regulated quite a bit.
It's important to regulate things that can cause harm to society. People believe, correctly, that marijuana can cause harm to society. Thus, we regulate it. Just like we regulate tobacco, alcohol, and illegal drugs.
