It's terrible no matter who does it. It would be different if we lived in candyland where the government didn't do anything with the data it collected. They're already basically saying they're going to judge other countries (on feminism and "human rights" no less) with what they come up with. The entire reason this is bad is there will be nowhere to hide. No more Snowden, no more anti-government activities, no more honest journalism, nada. This is the last option left and they're taking it away. The most mild of fascist-bent officials will be able to do whatever the fuck they want. And if that same bent infects the entire government more than it already has, you can fill in the rest.

The issue is, why would the U.S. Government give up control of something like that (especially with this bill on the horizon) unless it wasn't really giving anything up? I'm puzzled by change also. Maybe its some kind of new surveillance model.

I think the key part of this is the fact that what they find is going to become part of assessments (formally at least), encouraging countries to allow this.

It's terrible no matter who does it. It would be different if we lived in candyland where the government didn't do anything with the data it collected.
