If I had to guess, I'd say it's more than likely people from SRS gilding them because they think they're being "edgy" and funny.

It is to create discussion. It is to have give the users who are active more of a voice It is to prevent a post to have 2000 upvotes and 3 comments like on Reddit.

I get that, but my thinking is this - which is worse; the thread with 2000 upvotes and 3 (hopefully meaningful/interesting) comments, or the same thread with 2000 upvotes and 2000 comments of "Yeah, I agree" or similar which don't really offer anything extra meaningful discussion. When you read something not everyone is going to have something extra to add to the conversation, but being able to upvote the thread/comments they find interesting is a nice quick way of allowing them to still have their voice and effectively say "I agree"/"I find this interesting" etc (or "this is incorrect/derailing the conversation" etc in the case of downvotes) without the need to post that as a comment - adding nothing but clutter.

In my opinion there's a big difference between encouraging people to contribute (such as trying to encourage an environment where discussion and different viewpoints are welcomed), rather than penalising those who don't.
