I've wondered why they have special laws and systems for juveniles, and then they disregard them, wheres the line at here for charging as adult? Is it just whatever gets the prosecutor the most time for them?

Another thing, Isnt that power going to get generated anyways whether or not it gets used, unless the power company have to fire up additional units(coal)?
