I suppose I'll get downvoated to hell for saying it, but aren't gas pumps metered? Your electricity usage? Hell, the government wants to start collecting highway taxes by your odometer reading, because cars are too economical to use the gas tax anymore. Maybe it's the case that they don't need more infrastructure to provide more bandwidth, so why can't they reduce the price for those who only check their e-mail twice a day and look at the weather forecast? Yeah, yeah, those evil businesses won't ever reduce anything, I say bull.
I also say to those who watch 300Gb of movies a month to get outside once in awhile.
EDIT: I didn't think of the "cutting off Netflix" angle, plus I didn't realize that Netflix can use up 3-7 Gb per hour as reported by Vloorshad below. I watch a movie maybe once every month or two from a torrent (700Mb seems a good resolution to me on my 1440x900 monitor) or 500Mb for a somewhat blurry YouTube download.
